Make new shortcut key binding

How can I map ctrl+enter to insert a <br />?  Cfeclipse does it by default, but I can't find anywhere to add that specific tag to that key command.

2nd to this... Eclipse has this, Aptana has this... who missed adding a simple function like adding a custom shrotcut to common/custom functions?
