Double-click outside of the object, and Scale tool is no longer selected. Then simply click on another object, press Q and use Scale tool on it. And so on.
This is how I do it... You don't need to press ctrl/cmd to exit temporarily Scale Tool mode. And if you need to simply go around the document (use hand tool, for example, while still having selected the Scale tool), just press SPACE, navigate to where you want, release space, and continue working with Scale tool on the previously selected object...
