Clicking Book in TOC displays the Topic just before it in the TOC

We are using RH7 and publishing to RoboServer 8. In the published Help Project when you click on a book in the TOC, it opens the list of topics under that book in the TOC display. However, in the right (topic) pane of the window it displays the topic that is listed just above the book in the TOC. This occurs on multiple workstations and on all project. Any ideas on what is causing this or how to fix it? We don't have a topic linked to the book. In previous versions when you clicked on a book in the TOC, whatever was displayed in the topic pane didn't change until you clicked on a topic.
