You can draw a border in just about any graphics program using more robust drawing tools and features than InDesign includes, then use File > Place to import the graphic file. You can scan your own artwork and place that. You can search the web for decorative borders, edit the art you find, then place that. You can use Illustrator’s brushes to draw something ornate or childlike, then save and import that. You can just draw an empty rectangular frame and use InDesign’s rather spartan collection of line styles and corner effects.
