Office Use Only

My form has a section titled 'Office Use Only' which should only be used for the office administration purposes. My question is as follows.

1) How can I lock only that field so a form recipient cannot access that section while filling out the other form fields.

2) After the form is signed it locks all fields including the email submit button. How do I exclude the email submit button. I have tried defining a collection of objects that excludes the email submit button but it does not work as expected.

3) After the form is submitted and received by the office admin staff they should now be able to (with a password) unlock only the form section titled 'Office Use Only' to input their admin data.

Update.

I was able to figure out item 2) by creating the collection then selecting modify to check the box for all the field objects to include in my collection.
