Exactly! Length is not growth. It's no different in hair tools in 3D programs. Length just defines the number of sub-segments with a specific fixed length. The behavior is normal and I'm not aware of a way around it.

As it should. See my explanation. CC Hair uses a fixed segment length and since there cannot be such a thing as "half a segment", how should increasing length be smooth if any segment already uses several pixels? Limitation in the plug-in, though quite logical. To me, anyway.

Length
Use this control to determine the length of the hair. Hair length together with thickness also affects the relative weight. To grow hair without changing its weight check Constant Mass below. -
