After that you can read some dev documents http://www.adobe.com/devnet/indesign/ (this is the developers web site).
There you can find documents, the api and the indesign server installer. In the main page of dev web site there´s a very nice example using flex and java called "Copy editor" that you can study to start develop.
In general, the indesign server is the indesign product without interface. With API you can do everthing that you can do with Indesign Product but you have to provide the interface to users do their bussiness logic. So, you dont have to provide the bunch of options that Indesign Product provide, you can customize what you bussines rules want.

Until CS4 was possible to get the development version for free (by sending a filled form, answering many questions about your product or ideia).
