Is it possible with RoboHelp 7 to allow users to annotate areas of the help? I think if users could comment on topics or specific areas so that other users accessing the help could read the comments or notes it would be very helpful. Any ideas if RH7 can do this or will be able to do this?

What you are describing sounds an awfully lot like a Wiki. You might be interested in this link.

No, no version of RoboHelp supports user annotations. There are many different ways to "roll your own", but all of them require a custom home brewed setup.

If you're running RH8, you might try publishing as an Adobe AIR, having the user install it and use the leave comments feature. You can always review the comments, implement them when applicable, then do your final publish in HTML or webhelp or whatever you like.
