I use Photoshop and Illustrator for the majority of my titles.
I do have ProDAD's Vitascene and Heroglyph, plus BluffTitler, but still do most work in those two programs.

AE and Photoshop are great for titles if you have the time. Oh yeah, the knowledge of the programs helps too! I'm guessing that you're looking for more title styles within the Title Tool, which is by far the easiest and fastest way to get titles on your timeline. The problem is that PPro comes with a very limited style palette and most of them are pretty useless unless your're doing tasteless wedding productions! I would pay $500 in a heartbeat to get at least 50, good looking styles to use within the Style Pallet. I've never used Digital Juice fonts because it seems like too much work. The nice thing about the Title Tool is you get to see your text on top of the image you're overlaying it on as you type. This is a huge convenience for me. I use Boris Red as a Title Tool supplement. It isn't cheap, but it has a lot of cool useful fonts, some 3D plus some cool effects that reveal these titles. Also some really cool transitions to use between video clips. Bisa above mentioned Boris Graffiti. That's a lot less expensive than Boris Red and I believe has the same title capabilities. Boris makes it seem like I have a graphic artist on staff!

One thing that you can do in Titler is create Styles to add to the Library. Now, how much will translate from a 3rd party plug-in remains to be seen. Some might, and some might not.
