File>Export and choose SWF and selection only.
Then use File>Place to place that SWF in place on your document.
You can then use the Object States to assign a placeholder image.

I believe it will be fine if you place them in the PDF using Acrobat, but I'm not 100% sure.

It's already bad enough that the scaling quality of placed flash movies is set to medium without any means to control it.
In PDF files that especially matters for flv files - those scale (down) horribly compared to playing them in flash.
I actually created my own playback swf wrapper with manual quality settings for testing video inside acrobat 9 - but an included quality control would only make sense in my opinion. -

placing the Flash content in Acrobat defeats the whole purpose of placing interactive Documents in InDesign.
Let's hope this gets fixed soon...
The workaround for image states isn't too nice either - the PDF exporter should be able to handle this, too.

Mike.Edel Jul 20, 2010 1:48 PM (in response to BobLevine)BTW: just wanted to confirm that placing .swf files in InDesign CS 5 is broken at the moment. The flash content doesn't get scaled correctly when the pdf gets scaled. In my last project that wasn't much of an issue since the pdf was supposed to be viewed in full-screen-mode anyway. The scaling was fine for that.
I'm still a bit disappointed that the states won't export do pdf directly. The workaround you proposed is a bit cumbersome. But at least it works.
