Here we have student and academic packaging. You're not a student so you'd have to be eligible for academic pricing and I think that has be secondary education. High school or above.
But Adobe will not be checking anything but what you provide them with.

For the most part no real difference, but I have no problem admitting that I wouldn't use Dreamweaver on a Mac unless someone put a gun to my head. I hate the fact that there's no application frame, and why the DW team is allowed to get away with that is a mystery me.
