Beginning with CS4 most Adobe apps added an application frame which mimics the Windows behavior. This feature is turned off by default but I've turned it on for all the Mac apps.
However, for some reason the Dreamweaver team elected not to add the application frame.
Finally, I didn't say it was a problem. I said it was a problem for me. Most Mac users leave it off in all of their apps so they don't care that it's not there for Dreamweaver. For Windows user switching to Mac it's a nice way to make them feel at home.
