Remember, the GPU usage is also a function of both the efficiency of and the demands on your other components (CPU, RAID subsystem, RAM, etc.). It would be remarkable, if your system was so "balanced" that you could achieve 100% GPU usage and 100% CPU usage at the same time. Given the task at hand, one component will always limit your system.
That said, MSI Afterburner is an excellent GPU monitor, based on the old standby Riva Tuner. Even if you don't have a MSI video card, MSI Afterburner is freeware. If you want to pay, you can get Everest, which has great RT monitoring of all components. That's what I use to monitor PPro CPU, GPU and RAM load.
