It is what allows you to undo multiple steps and pant with the history brush, It is what allows you to open files much larger than the available memory or to open multiple files.

As long as you have a chance of running out of RAM, you need the scratch disk. (just like the OS swapfile)
Even with 20 Gig of RAM, I keep hitting the scratch disk.
