CSH WebHelp opening 2 windows on launch, not 1

Hi, everyone. I'm using TCS2, RH8.02 to develop a context-sensitive WebHelp system for our javascript app. For many months, the Help worked fine. Then I noticed that when using Chrome (not supported but used internally by Dev), a blank window opens first and then the Help window opens. Now the blank window appears every time the Help is called, even in our standard browsers (IE8 and Firefox). The correct topic does open eventually in the second window and everything works fine. However, I'd love to get rid of that first blank window. The developers have never implemented CSH before and it's been years since I've set it up, so if I need to provide more info, please let me know.

Here is an example of the call being used by Dev to call the Help:

I am having the exact same issue, although the application is C# based as opposed to a Javascript app.

User clicks the help icon in the app (or F1) and gets two browser windows instead of one.  The first one is a blank browser instance.  Second one, which overlays on top, is the actual help window.

I followed Mr. Grainge's link to his website but the question is really not answered and is more of a second window on CSH call issue.  This is occurring EVERY time the user opens the Help system.

Does Adobe have a fix for this issue?  This issue is blocking our use of WebHelp in our application.  We are using IE7/IE8 on mostly Windows7 machines (some still have XP).

Does anybody know an answer for this so that the user only gets the help window?

I tried replacing the whchs_home.htm file as recommended by Peter (per item 1 in his "Using RH8" topic - http://www.grainge.org/pages/authoring/rh8/using_rh8.htm). The file replacement did not completely fix the problem. We still have both windows appearing and staying open when we click our Help link in IE 7 or IE8. The blank window appears briefly and then goes away when using Firefox 3.6.

I reported this as a bug and encourage others to do so in the hope of getting a fix from Adobe.
