You can't do this with the cookie cutter, but you can do it with the shape tool. Draw the wave shape with the custom shape tool, then layer>merge down. Double click the layer in the layers panel if it's a background layer (to turn it to a regular layer), then use the magic wand to select the wave and delete it.

At any rate, there are several ways to do this.
One method is to use the custom shape tool to get the wave selection so the interior can be removed leaving a frame to use with other photos. (This is how I read what you are attempting to create.)
1. Make a copy of your image to work on so the original image is left unchanged...without a wave shaped hole. Image<Duplicate. Close your original image.2. Using the duplicate image you made in step #1, make the background layer a regular layer. Double click background padlock in layers palette.
3. Grab the custom shape tool and drag out your wave shape.
4. Select the wave shape. Ctrl click on the wave shape's thumbnail in the layers palette or use the magic wand.
5. Turn off the wave shape's visibility by clicking it's eye in the layers palette.
6. If you need to adjust where the wave border is going to be, switch to one of the selection tools...marquee, lasso, etc. Place cursor inside the selection and adjust to taste.
7. With the layer with your image targeted in the layers palette, hit the delete key to remove the interior of the wave shape.
