Google Chrome is default browser, IE8 installed but disabled.
Flash plug-in enabled
Problem: can no longer change Flash settings
Procedure: In Chrome tools, opened Options, clicked on "Under the Hood" Tab, "Content Settings" button, then under "Cookies" tab clicked on "Adobe Flash Player Settings..." Link.
Settings page opens, and settings area shows "This Content Requires Flash". This just started recently, as I had previously been able to change and save settings.

Can you try the Reload key (F5 on most browsers) - does it repeat that message?
Can you try the same on any other browser?

Reload/F5 - no change, settings area still says "Flash required"
IE8 - normal operation (I had to re-install IE8 on my machine, I usually
have it un-installed. I got Chrome because of all the problems inherent in
IE8)
I also used Chrome's Bug reporting feature to alert them.

1.UNINSTALLING IE 8 is a bad idea. I'm no fan of Microsoftee's beloved browser, but Windows Explorer uses IE files to allow navigation through files and folders in your OS and hard drive. Disable it, yes, but you are only asking for trouble if you uninstall it altogether.
2. Google Chrome is a very, very, very minimalist browser. Google even says so. On top of that, it's barely past the beta stage. I think they've released one update to it since it "went public". At this point, you should still set your expectations for it pretty low, or you're asking for disappointment in its performance.
I personally use Firefox as my default browser in Windows and Mac.

Thanks for the info.
I have left IE8 installed, but set Chrome to default Browser
I discovered that the extension "AdBlock+ Element Hiding Helper" was
blocking the flash required for the settings panes to work. Disabling the
extension enabled the settings panes.

I discovered that the extension "AdBlock+ Element Hiding Helper" was blocking Flash. disabling that extension solved the problem. Now to see if 3rd party ads are still blocked, which is what I got that extension for in the first place..
