Images blurry when I convert from InDesign to PDF

Hello, I'm sure this question has been asked and answered many times, but I can't seem to find the exact answer I'm looking for - please bear with me, I'm a relative beginner so I apologize if this is very silly.

I made a single-page file in InDesign, which included four images files. The files are photos my co-worker took with a digital camera. I edited them down to size in Photoshop. I did not change the resolution of the photos, just the size - they are all 72 ppi JPEGs. I know JPEGs are discouraged, but that's the format the I got them off the camera. I saved them at maximum quality when I sized them down in Photoshop.

In InDesign, I imported the photos using File>Place, and it looks perfectly fine on my screen.

However, when I convert to PDF through File>Export, the images in the resulting PDF file are very poor resolution. If I print the file from InDesign, it also prints out with poor quality images.

I don't know what I am doing wrong. The strange thing is, I have also a graphic I made (JPEG) in Photoshop that's primarily text based, and it looks fine once converted to PDF, and printed.

      All help is appreciated.
