    SD CS3 project looks terrible when exported out of CS4

      The main computer I use to edit is an i7 920 with 6GB RAM, an ASRock x58 Extreme mobo, and a Radeon HD4870.  It has Win7 64-bit on it and I'm using CS4.

       

      I recenlty had a client who wanted to update a project we'd done in CS3, so I pulled up the project from a back-up hard drive and opened it with CS4.  I did the editing, but when I exported it and burned it to DVD, the quality was terrible compared to the DVD of the original project.  It was extremely blurry and looked as if the bitrate was very low (even though I exported it as an MPEG2-DVD at 8Mbps CBR).  I've worked on and exported other projects from that machine using CS4 and haven't had any problems.  The footage is 720x480 NTSC 4:3 29.97.

       

      After trying several different things to fix the problem, including starting a new CS4 project and importing the CS3 version as well as exporting the whole project as a Microsoft DV AVI file and letting Encore do the transcoding, I took the project back to our old editing computer, loaded up the original in CS3 and did all of the editing over again.  When I exported out of CS3 the quality looked great.

       

      Just wondering if anyone might know what would cause this.
