We started building Oracle help in Robohelp about 2 years ago. The developers originally wanted us to go with Sun but after researching, I got them to allow us to go with Oracle instead. Personally, I really dislike the way it looks. Our styles don't translate well and the formatting is all off, etc.
So my question, have there been any changes in the Oracle help or translation from Robohelp in the last 2 years?

None. Both Oracle and JavaHelp have largely been abandoned by Oracle and Sun. Flare decided not to even offer these outputs. See the article on my site. You may be able to persuade your developers to change to a different output.
As well as what is covered there, maybe AIR help could be considered.

Thanks, Peter.
The product that we are writing for is Java based so they insist on a Java help. Are there other alternatives?

Then you need to educate them. They can also use WebHelp in most scenarios. It is explained on my site.
