Timed email

I'm producing an online competition for the forthcoming World Cup, predictions are made as to the outcome of the games.
I've set up a timed window using a start and end timestamp for each user to make their predictions. Want I want to do next is send to each user an email containing a list of all the competitiors predictions, again on a timestamp. So ten minutes after the window shuts an email is automatically sent out. I've set up a database to contain all the predictions.

Any help would be appreciated.

Schedule a job to run every minute. In that job, look for everyone who made predictions between 541 and 659 seconds ago, and send them mail.
