Can you customize the "Related Topics" menu?

I admit it, I'm a shameless customizer and whenever I see something that I think should be changed to match the look of a project, I'll try to change it. However, I haven't yet been able to find an easy way to change the fly-out menu of the Related Topics button. I like the way it looks in preview mode, but in a compiled version it's grey and very Windows 2000. As I'm going for an "XP" look in the skin, I'm hoping someone could help point me in the right direction

Oh, go ahead and admit it. At least you are a customizer by choice - I have to be forced, kicking and screaming.
