Pasting won't work (at least, not keyframes) directly into a sequence in the Timeline panel. However, you can paste into the ECP with or without the destination effect selected.
Yes/no?

I'm trying to paste right into the ECP ( Effects control panel ) ( window )
So, I go to my graphic on the time line, click to select it. The keyframes appear in the ECP window. I then select them and copy to memory.
( right click and select "copy" )
Next I go to the graphic I wish to apply the key frames to......... click it on the time line to select it, then I go up to the ECP window, and right click in that window,
but................. the "paste" option is grayed out
don't know what to do :-(

Copy the Opacity Header belonging to the clip.
Select the new clip and paste it.
or
Right Click it and save it as a Preset.

If that works, try two; I can't make this not work, so I'm wondering if it's a matter of not copying the keyframes instead of not pasting them... if that makes sense

I tried this, and bingo it worked. I saved it as a preset, and then dragged it from my bin to the new clip, and bingo it works.

I am able to paste keyframes into the same clip, but even if I just highlight one keyframe, copy it to memory, and try to paste it to the new clip, it will not
paste.

Maybe it's just jet-lag, but have you tried:
Selecting your animated Clip, when you have the desired Effects Keyframed, then Rt-clicking on that, and choosing Copy. Navigate to the desired destination Clip (note: a Duration match makes things much easier), and the Rt-clicking, and choosing Paste Attributes?
The Keyframed Effects will Copy to the destination Clip. See the above note on Duration.
