CS4 Crash on loading project under Windows 7

I have been using CS4 on two seperate PC for some time now

      • PC1 - 2.1GHz, 4gb RAM, 512mb quadro, 1TB Capture Scratch, WINDOWS VISTA ULTIMATE 64BIT
      • PC2 - 3GHz i7, 8gb RAM, 778mb nvidia, 1.5TB Capture Scratch, WINDOWS 7 HOME PREMIUM 64BIT

And have found that, while PC2 runs alot faster, it also has an issue with loading saved projects.  It will sit there indefinatly untill I use Task Manager to crash out and won't register and error, the only way around this is to rename the directory the project is located in (and thus, the projects captur scratch location) when I do this Premiere will ask me where the assets are located then load correctly.  As PC1 hase always loaded fine and I haven't been able to find anyone else with the same issue (in this or other forums) I put it to an issue with PC2 (it is a compositing PC that will only do editing if PC1 is rendering so it's not a major issue).  However I have had to upgrade PC1 to run Windows 7 Ultimate and have run into the same issue, I have tried problem solving and changed the copatibility mode of both Premiere and Import Process Server to run under Administration and Windows Vista SP2 but found no change, the only way around the problem is to rename the projects root directory and while this is a workaround I would like a solution.  Both PCs are fully apdated with the latest drivers and so is CS4, upgrading to CS5 is not an option or solution.

Also, does anybody know how to get TitleDeko Pro 2.0 to work under CS4?
