Premiere is not downwards compatible.
Some have opened CS4 in CS3 or CS5 in CS4 with non or basis effects.
But you can always give it a try, make sure you have a backup

As Ann states, what you wish to do directly is usually not possible, and if it does work, is often filled with issues.
One workaround would be to do either a tight, complete edit in CS5, then Export. Import that into a CS3 Project for combining with other footage.
The alternate would be to do a very loose edit, and then Export that from CS5, for Import into a CS3 Project.
The reason for the two, is that you will end up having a complete AV file from the Export, and not an easily editable Project. If you do the tight, complete edit, you will no longer have any Handles in your media, and all Transitions, etc., will be burned into the resultant Export file. If you later have to edit those, you will loose Frames, and thus have to create new Handles around any Cuts.

my friend sent me the the source files of his project. he has CS3 and i have CS5. when i export the video with the same source settings, i have a good results. but some images appear in bad quality.

In that, I would list the full specs. of the source footage (more is better), and also the Sequence Preset used. In that info, there will likely be something that others can help with.
