In an Air application I can do this:

Is there anything similar that I can use in a web application?

You mean can you create a browser component inside a Flex web application like you can in AIR? No I don't think you can, at least not with the standard component set in Flash Builder.

However you could open a new browser window to a specific size and navigate to the URL.
