Can I get a pdf to act like a HTML page?

On my webiste (which gives my Bible study books away free) I can use a code called NET tagger, which links every Bible reference I quote to the online NET Bible. When a user hovers over the reference, they can read the whole verse. (If you don't see what I mean, glance at the site on http://www.biblestudiesonline.co.uk ) I would like to offer my books as downloadable pdf as an alternative to viewing online BUT can I make a pdf doucumnet do what my HTML page will do (link to the NET Bible in this way?).

Use Acrobat's Link tool to create a web link. in the PDF, to the desired URI.

Or, in the authoring file, add the desired links then use PDFMaker (installed with Acrobat) to create an interactive PDF (e.g., contains the web links).
