i have seen the list from mylenium
and have been to most of the websites
but acutally, many do not say if they are 32bpc
the stats list that the effects will work in 64bit cs5
i was looking on features pages, support pages, etc.
but not much luck...
i emailed some of the big companies asking specifically
so hopefully i'll hear from them this week...
also is my 'solution' correct:
use only 32bpc effects to take advantage of what 32bpc has to offer...

a rep from Revision just sent me:
"They all support 32b float per channel, however so you know within PPRO our effect will only work in 8 bit (same for others) as their implementation to support ae-comptabile plugins is currently broken

Mostly, but that's a little oversimplified. See this section for some more information: "Special considerations for working with high dynamic range color"

just heard back from ReVision's rep:
he states that it's an adobe thing
why the 32bpc ReVision effects only work in 8bit inside PPRO cs5
"yes, adobe's implementation within Premiere (nothing we can do other then wait for them to fix)"
and then re: AE:
"YES in AE, if you set the project to 32b float, our plugins will process 32b float (will not clamp values above 1 and under 0...)"
any info from Adobe's side?
(reading up more on 32bpc and HDR)

Does Adobe plan to get ReVision 32bpc effects working as 32bpc in PPRO?

If you want to make a feature request for Premiere Pro to have a 32-bpc, high-dynamic-range color pipeline like After Effects, then you can submit a feature request. Be sure to articulate in your feature request why you think an NLE needs a complete 32-bpc, high-dynamic-range color pipeline. Usually, this is only considered important and useful for a compositing and visual effects application, and not as much for an NLE.

You can however assume that most third-party plug-ins work reliably with 32bpc processing in AE, including all the Trapcode tools, RevisionFX, BorisFX, GenArts, Magic Bullet products. It's really only some oldder ones that never have been updated. If you have questions about specific plug-ins, just ask...
