You can do this for Global Light from the Layers menu>Layer Styles>Global light... - as long as there is no document open.
Extending the capability to all other layer style parameters would be a great idea.

[edited to add an example]:
If I decide to add an Outer Glow to a layer, the first thing I do, 80% of the time, is change the colour to white and the opacity to 100%. The layer may already have a stroke, a bevel and a gradient.
If I use a style prepared earlier to apply my preferred Outer Glow, then my stroke, bevel and gradient get deleted.
On the other hand if I had previously saved 80% white as my default outer glow settings, I can apply them just by ticking a box and my layers existing effects are not altered.
Do you see the difference?

Yes folks - its apparently a single week, thats all it takes to sort these issues. So why don't we still have the ability to delete multiple paths simultaneously? Why don't we have shortcuts to change previews in the Color Range command? Why can't we select multiple, non consecutive layers, and change the layer highlight color on them in one go?
My theory: they are holding off on them, these obvious things. So they can introduce them gradually. From CS Version to CS version. Every year or so. To the gentle strains of Bach's Air on a G String.

Yes, because we can't know exactly how long it takes until the work is done.
Until then, all we have are estimates.
