how do i make output bigger than capture

i captured at (roughly) 800x600/ i want to output at 1024x768, where it will increase white space around the smaller images to fill the frame. How can I do that? it's project setting but doesn't seem to appear with teh other project setting options.

It's under Project menu -> Resize Project.
