Auto-created browse arrows not working

Newbie here...

I converted a Word book to RH HTML, which generated fine to Webhelp output (with no browse sequences). However, when I used the Browse Sequence Editor and selected "Auto-create using TOC," the "back and forth" navigation arrows appeared at the upper left of the screen -- but didn't work.

Any suggestions greatly appreciated.
