I just got off the phone with Adobe. The people I spoke with were not able to understand what I was talking about, and refered me to a document that explained how to download templates if they are missing altogether. This is not the problem that I'm having. Please let me ask you all this question before I get back on the phone with Adobe.
If one goes to http://help.adobe.com/en_US/premierepro/cs/using/WS3EBD7FBD-F988-4862-ACF8-179EC27B6B0Ba.h tml , under the section titled "Import a title template from Resource Central," the first instruction is ""If the Resource Central panel is not already open, select Window > Resource Central." Is this how it works for everyone else? Because for me, I have to click Window>Extensions>Resource Central.
If I'm the only one who has to do this to get to Resource Central, then this will indicate that I have a unique problem. If everyone else has to do the same thing, then Adobe needs to revise their help page.

The help docs are wrong; post a comment on that page to have it updated. That's what the comment section is there for.
It really doesn't matter how you get there; this is what you should see and be able to do:
Click the arrow, and it downloads and is saved into your project. Double-click it in the bin to edit it. That's all there is to it. If you can't see the templates, check that you're fully updated. If you are up-to-date, you might have to reinstall. Or just not worry about it--you're honestly not missing much. Most of the templates are pretty meh and there haven't been updates in probably a year.

stagetwo Mar 9, 2011 8:24 AM (in response to Colin Brougham)OK, now that I know what I'm looking for, I see the lower thirds now. I was looking for something that read "Title Templates." By mixing the lower thirds with menu templates, it confused me.
