So, how does one use this stuff then? Will BR spec ever change? I really only want to use on my Popcornhour settop box direct from the HD to display anyway, but I want the "menu" stuff that DVD and BR give to be able to jump around.

You will have to ask the owner (Sony?) about any future plans
But, considering all the current players are built according to the current specifications, I very much doubt that any new formats will be added

I really could care less about physical media, since all I ever do now is watch my video from hard drive set to boxes connected to my TV's.

Right now, you're limited to computer playback of such media. Which is why I recommend you just not shoot that way if you want to delivery on Blu-ray.
It may or may not work on your HDTV, depending on it's capabilities. 1080p/60 is not an HDTV spec, so it's very possible to find a TV that won't play it back. (I know mine won't.)

Use 1080 @ 30i. Your motion will be preserved (60 updates per second), and still frames (or frames with very low motion) will still have all 1080 lines of resolution.
If you have SO much horizontal motion in your footage that the loss of resolution during those sequences is apparant and distracting, then you will need to export 720p.
