There is no Adobe Reader for the iPad. There are other PDF viewers available, but many do not support forms or support is incomplete.
Reader is obviously available for the Mac, but the default PDF viewer for many Mac users is the Preview application, which also has spotty support for PDF forms and in fact corrupts them when it saves.
Reader users can apply digital signatures if the form has been Reader-enabled with Acrobat Pro (not Standard, however).
So, whether your form works will depend on the platform and what PDF viewer is used.
Also, I never provide Reader-enabled forms to clients, except for testing purposes, since I believe it would be a violation of the Acrobat Licence Agreement to do so. If they need to have a Reader-enabled document, they need to get Acrobat and do it themselves.

To use fill-in forms on an iPad, one needs an app from a 3rd party that supports interactive forms. Unless the end user has a PDF reading app that supports interactive PDF forms, they can not fill in the forms, they can only read them.
Interactive forms is a special function beyond just reading forms and not all PDF reading apps on the iPad support this functionality.
You must also make sure the PDF have extended reder rights applied to the form.
Adobe does not make any reader app for the iPod.
