Yes I know that. Deactivation is not the same as Unregistering. You asked about Un-Registering. And no you don't have to deactivate the older version unless you are moving that version to another computer.
Once you are registered with Adobe you stay registered. At least I have. Actually I have a couple of registration names (email addresses). When I get a new version I forget what email address and password I used the last time I installed the older version. So I end up creating a new logon name and password (Account).

Activation is a system by which Adobe tries to keep people from stealing copies of their software. The software on your system communicates with Adobe's license servers to obtain permission to run. When that permission is received, the software makes note of it and is considered "activated".
Deactivate all the versions of your software before you retire an old system/disk, or you may have problems activating them when you reinstall.
Put the serial numbers in the places where the software asks for them when you install on a new system.
You do NOT have to deactivate older versions of Photoshop to install/activate/run newer versions. All the versions of Photoshop can happily reside on your system at the same time, and they keep out of eachothers' hair, though you can only run one at a time.
The Adobe EULA (license agreement) allows you to activate the software on two different computers, so you can have a copy on your desktop and laptop, for example.
If you have problems, call Adobe support. They're actually quite helpful when it comes to activation issues.
Get used to this - it's the way of the future. Thank all your friends who steal software for that.
