I have to support the following use case:
In various workflows PDF documents are filled with data and collected somewhere. Once a month the head of one department wants to check and correct all of them. Since there are many (more than 100) PDF docs he cannot open each of them. Thus we have to merge them.
As far as I know merging PDF docs means flattening them. That means that the head of the department cannot change any data in the merged PDF he gets. Is there any other way to bundle PDF documents without losing the ability to change the data afterwards? They do not have to be merged physically, it just has to look like they are.
