I would guess that Widescreen has taken over from Standard, but that is only a guess. Each festival will likely have a spec. sheet, and I would request that, for each, in which I had an interest.
Now, the key is to shoot what is most common, and edit it straight. Then, if there are others, with different needs, perhaps have a plan on how you wish to handle the other footage - Letterboxing, Pillarboxing, Pan & Scan, etc.
At some point in the future, Standard and Widescreen will be moot, as will PAR. Until then, there is still a can of "scary worms" out there.
Good luck with the festivals, and please let us know the percentages of each format.

It seems likely that 16 x 9 will be more common, but I was shocked to find that my first festival only accepted SD.

Good luck, and just ask each one. To me, it's like outputting to a commercial printer. I always demand a spec. sheet, as even a printer, that my client has used 100 times, might change their CMYK specs, and I do not want to be holding a bag.

Well... as far as I know... SD may be either 4:3 or 16:9 since, again as far as I know, both are really 720x480 only with a different PAR flag
But... since I go from editing AVCHD to exporting DV AVI NTSC Widescreen with PPro CS5... I never worry about the PAR settings

At some point in the future, we will look back on the PAR-days, and puzzle. They will be but a footnote in history, like floppy discs.
Konica-Minolta has a great set of commercials, for their "Biz-Hub" systems. In it, a "new guy" in an office is confronted by older co-workers, who regale him with tales of how they used to have to do things, in a time before the Biz-Hub. We'll be "the elders," who speak of "PAR," and "4:3."
