How to link to an external .HTM file?

Running into issues trying to create a hyperlink in a topic for an external HTM file. We are wanting to keep the file external for two reasons:

1. Allows us to update it as needed without having to manually update and recompile the project.

2. Allows us to retain sortable columns (the files are lists of new features and fixes for our software product) to allow customers to sort items by date, product type, etc.

The issue is that the normal hyperlink method I use for the few PDFs we also include doesn't seem to work for HTMs. What is the most direct, simple (i.e. no scripting or third-party products) way of linking an eternal html to a CHM topic? The files are all in the same folder as our help CHMs.

What is the menu option for this? The only shortcut control I know of is the Insert | HTML Help Controls | Shortcut. I tried using this before, but when I get to the second screen in the Shortcut Wizard, it only allows me to select .exe programs - I can't find a way of getting it to point at an .htm file (or any other non-exe file for that matter).
