I am indeed exporting from Premiere Pro and then importing into Encore.
That is precisely what prompted the question.
When I import into Premiere, the default for the source footage, as I understand it, is 29.97.

There is no 'default' for your source footage. It simply matches your sequence settings (which are very odd, by the way).

By "sequence settings" do you mean the way I exported them?
I clearly exported my 24p footage as 24p, all within Premiere Pro.
Any chance you could expand a bit?
I too am troubled by bizarre references to interlaced footage and whether to render the "bottom field" of that "interlaced video" first.
That seems to have no place in a 24p workflow.

I'm not trying to be contentious, just to assert what my view is.
When I EXPORT my files from Premiere Pro, BOTH the source file and export format always say 23.97. Is that not relevant?
Additionally, I'm almost certain my sequence and project settings read 23.97 as well. I will check again when I return home in a few hours, but that is a very clear recollection I have.
I'm persuaded that this glitch lies within Encore and it is providing a FALSE readout of what it CLAIMS I edited within during Premiere Pro.
At any rate, it's worth exploring. This issue, whatever it's darn origin, is a major cause of my inferior DVDs, along with a couple of other factors.

In your last post, with the export settings window from PR, it shows the source as 29.97. Why is that?
I assume from the other image, that this is DSLR footage.

Yes this is H.264 footage from my Canon 5d Mark II.
1. When you refer to my last post with the export settings from PR, you state that my source reads 29.97. I do not see that. What I see is my source reading: 23.98. Are we both looking at my post time with two PrPro screen shots stamped May 17 at 1:34am?
2. When my first screen shot from the top of this thread was taken, my workflow consisted of exporting to an MPEG-2 dvd format within premiere pro and that importing that result into Encore.
The screen shot was taken in Encore immediately before I had imported my file. This was the default setting for Encore sequence settings that I wanted to change.
After importing the new mpeg 2 dvd file, it reads "do not transcode".
I guess I was trying to change the import defaults in Encore; that is the nub of my inquiry.

Yes, I was looking at the wrong thing.The screen shot was taken in Encore immediately before I had imported my file. This was the default setting for Encore sequence settings that I wanted to change.

Bottom line; don't worry about the default. While I have not played with them, I do not believe that they affect the imported file in any way, other than what transcode setting options are offered.

That;s all you need. You probably made a change to the Premiere output options in your earlier file.

I want my SD version to be as high quality as possible, so I'm taking a very comprehensive approach towards troubleshooting.
I think a logical consequence of what you say, which lends strong support to your position is, if I am successful exporting from Premiere Pro in 23.97 and that file later appears in Encore with the notation "Do not Transcode", then this proves that everything is OK.
Because if Encore wanted and needed to work with the file in a 29.97 format, it would have insisted that the file should be transcoded from 23.97 to 29.97.

If you're exporting out of PP as MPEG2-DVD, why are you editing the quality presets in Encore. The material has already been transcoded to a DVD compliant format, so no further work needs to be done here. Your work flow would be to just bring the .m2v and .wav files in, add them to a timeline, add some menus and burn. I'm not understanding where the transcoding presets come into play.
