Error Activating the device with Adobe

I am trying to read my library books.  I have downloaded OverDrive Media to my android phone.  I try to authorize the device and get this error:

"Error Activating the device with Adobe E_ACT_TOO_MANY_ACTIVATIONS (error code 2004).

How do I fix this?
