There are "borderless" printers for printing photos that can do edge-to-edge printing on some sizes of paper, but it's hardly universal as to waht they can do it on.

After the borderless printer, shouldn't we getting home printers that can print over the bleed as well?
Seriously, though -- P is right. You cannot print, for example, an A4 plus bleed on an A4 printer. You gonna need a bigger printer.
