What is the total Duration of the Project, and have you done the Transcoding for the Timeline Assets, or are you doing that in Encore?
If in Encore, what are your settings?

THAT part can be slow, depending on what you are using and your hardware... since you provide ZERO file or computer details, there is no way to know if you are slow or not
2-to create a dual layer disc, you need to Run as Administrator http://forums.adobe.com/thread/771202?tstart=0
So... back to #1 above... exactly what are you using as input file(s) and exactly what is your computer hardware and exactly what is your OS (Operating System) and version of Encore?
Also, to keep from having disc problems if your process does not work, tell Encore to create an ISO on your hard drive, and use the FREE http://www.imgburn.com/index.php?act=download to write files or folders or ISO to disc

I found the run as admin suggestion and I was successful creating a dvd image. I am now trying to burn to a disc with encore cs5. If I am unsuccessful, I will burn with my hp software utilizing the dvd image (correct?).

You need AT LEAST two hard drives, I use three
My 3 hard drives are configured as... (WD = Western Digital)
1 - 320G WD Win7 64bit Pro and all program installs
2 - 320G WD Win7 swap file and video project files
3 - 1T WD all video files... input & write files

Trying to use only ONE Hard Drive for Video Editing

You are a music conductor, with a baton that you use to point to various parts of the orchestra... this is like Windows pointing to various parts of the hard drive to do Windows housekeeping or to load program segments for various functions

Now, at the same time and with the same hand... while still using the baton to conduct the orchestra... pick up a bow and play a fiddle... this would be doing something with your video file at the same time as all the other work

You as a person cannot do both at the same time with the same hand
.
A computer is a LITTLE better, in that it can switch from one kind of task to another very quickly... but not quickly enough for easy video editing

One hard drive is not as good as two which is not as good as threeImgburn gives you MUCH more control of the burn process... and it is FREE
I always tell Imgburn to use the SLOWEST burn speed possible, so there is a better chance of a good burn with nicely formed "burn pits" to make the disk easier to read

Always happy to speed things up and make eveything run smoother.
First, running encore as admin worked and my double layer dvd burned fine.
Second, I always keep all of my media on an external drive and the project file on my internal hard drive. Is this good practice?
Third, what is the third hard drive for, exporting from encore?
Fourth, I will check out image burn, I assume that I create a folder or image in encore and then import into image burn to burn the disc, correct?
I don't really understand this information:

For many Projects, I do just that, and have had no issues. Normally, my PrPro Project, plus Copies of all of my Assets will be on an external, so that I can migrate between the laptop and my workstation. When I go to Encore, I keep that Project in the same folder hierarchy.
I do recommend always setting the external's drive letter in the OS, so that it ALWAYS comes up with that drive letter. As PrPro and En Path links are absolute, a change in drive letter will be an issue.

Yes, my 3rd drive is where I put my media INPUT files as well as the OUTPUT created by PPro and Encore
Some people use 4 drives, with INPUT files on drive 3 and OUTPUT files on drive 4
