"Cleaning the database and cache with the Clean button does not remove files that are associated with footage items for which the source files are still available. To manually remove conformed files and index files, navigate to the media cache folder and delete the files."
I am fairly certain that these files are the ones causing the bloat in my hard drive. The Media Cache Files folder contains approximately 146gb worth of files. My question is, will removing these files negatively affect any of my ppro projects? My interpretation is that once I delete, Adobe will recreate when I re-open a project. Before I break something, is this correct?

The only consequence is the time it will take to
re-generate the cache files for your current project.edit:
You can also remove the files in your Adobe Premiere Pro Preview Files folder
to regain more disk space
Delete preview files

Using the Clean command will just remove cache files associated with assets not that are not currently available---i.e., not on the drive, or on a drove that isn't connected. This cleaning alone can be quite valuable and has no negative result for your current project.
If you want to go a step further, you can manually remove/delete the rest of the contents of the cache. This will cause a regeneration of cache files the next time that you load those assets, and this can take some time.
