The Encore Project will be output to DLT and that will be shipped to the replicator. Do not set any Region Code, if you are burning a disc, as that can cause the Project to fail, and will not be honored on a burned disc, just like Copy Protection (only applies to replication, and can also cause trouble, if invoked). Region codes are used to limit playability to certain geographic regions, such as JUST the US, etc.
Now, PAL vs NTSC is different. Those are TV standards. In very general terms (always plenty of exceptions), an NTSC DVD will usually play in most newer Euro (PAL) players. Unfortunately, the inverse is not so. I know of no NTSC players, that handle PAL disc, though there could be some dual players out there.
The ideal is to produce a PAL Project for PAL distribution, and an NTSC Project for NTSC distribution.

Just to be super clear, under build, regions codes, the default is "all regions" (per this article). I tried to click "custom" and see if I could uncheck all of the countries. This is impossible, Encore forces you to choose at least one country. So, am I correct to assume that I authored my DVD correctly by going with the default "all regions" checked?

"To control the countries in which your DVD will play, use region coding. Each region code corresponds to a particular country or geographical region. Often, only DVD players from a specific region can recognize the code for that region. DVDs coded for any other region will not play.
You can allow all regions to play your DVD, or only a select number of them. Region coding only works consistently on replicated DVDs. Some DVD players may read region coding correctly on projects written directly to DVD‑R, while others will not. (See Replicating discs.)
Note: The All Regions setting is used for Blu‑ray discs and Region Code options are not available for Flash output.Choose Window > Build, select DVD from the Format menu, and scroll down to the Region Codes section of the DVD Settings.
All Regions is selected by default. Select Custom to deselect any number of region codes. When you close the Build panel and choose File > Save, your settings are saved with the project. The following table lists the available region codes."

You are correct. Region Codes are limiting controls, and not expansion controls, and only apply only with replication. For a burned Projcet, you will want All Regions enabled.

What Custom allows is a group of those standard Region Codes, say, 1, 3 and 5., or just Region 1. If you are burning, you will want All Regions.

Bill Hunt Jun 7, 2011 9:19 AM (in response to lisaellensegal)Are you authoring for DLT transfer to the replication house, or are you outputting a disc to hand off to them?
If the former, then you CAN set the desired Region Codes. If you are doing the latter, then you will want to instruct the replication house to set the Region Codes, pror to doing the glass master. Otherwise, your Burn to Disc can possibly fail, and those Region Codes will not be added to your "master" disc. Same thing for Copy Protection. That will need to be added by the replication house, unless you are outputting a DLT.

Since En version CS5, the DVD author can output a DDP image for replication. That means copy protection and region coding are available. DLT is no longer required.
