Have you tried changing the line Break type to: LF (UNIX)? The default on my system is CR LF Windows but changing it to LF (UNIX) does make it look different.
This change is also in the same winf=dow as "Code Format" settings.

I tried changing the line endings to no effect. I was able to change the settings for CSS Styles so that when I add a new CSS block and press enter it only indents two spaces instead of a full tab, however that setting does not get applied to PHP code formatting.

Unfortunately, you can't. This "feature" has bedevilled Dreamweaver users for years, and multiple requests have been filed for the ability to indent with spaces rather than tabs. Hopefully, this will be fixed in the next version of Dreamweaver.
The simple solution is to let Dreamweaver use tabs. When you have finished a script, use Find and Replace. In the Find field, type \t. In the Replace field, enter four spaces. Make sure that Use regular expression is selected, and click Replace All. Not perfect, but it works.
Thanks for the information. I was afraid that might be the case. Unfortunately, for $400, an application that can't handle a simple newline is kind of ridiculous. Fortunately I'm still on the trial.
