Upgrading Flex 4 and Zend Studio

Is it possible to upgrade to Flash Builder 4.5 for PHP when I have an existing Flash Builder 4 license and a seperate (purchased through zend) Zend Studio 8 license?

The Flash Builder 4.5 for PHP upgrade is $299.00  while the Flash Builder 4.5 upgrade is $49.00

Yes!  The upgrade price depends on 1) whether you have FB4 Standard or Premium and 2) whether you want Flash Builder for PHP Standard or Premium.  We have an upgrade options tool at http://shop.zend.com/fbphp-selector that should help you price and buy the right upgrade SKU.
