Using RH9 Previous and Next links not showing up in Navigation bar

I am using RH9 and have created two WebHelp projects and view them in IE8 and Google Chrome. For both projects, nothing is showing up in the Navigation bar. I really need the previous and next buttons to show. Does anyone know what the problem might be? Also when I go in to edit or view the skins, I get the attached error on ever skin I've tried to use. Does anyone know what the issue might be.

Thanks Rick. I think I've now got a handle on the Previous and Next links, but the Mark of the Web enabling did not fix the skin error. It happens when I click on a skin and select Edit. It pops up right after the WebHelp Skin Editor dialog opens. I've been clcking Yes, but would like to know what is causing this.
