Yes I figured this out today. If you change the contour setting then the Styles window will show up during play back. If I don't touch it, the Action plays right through.
But here's the problem.
I really really NEED that contour setting in the script. This is for a client job.
So what do you do?

an action instead of recording all the settings in the action.
Record applying the style from the styles panel, not from the layer styles
dialog.
If your sending someone else the action , then you'll probably have to send the
layer style along with the action and instructions on the use.
Adobe says there aware of the problem, which only applies to cs5 and cs4, but
affects every photoshop version the same way (the layer styles dialog opens)
if the action with all the style settings was recorded in cs4 or cs5.

I work around Photoshop bugs all day long.
