I looked through two other posts on similar subjects and found the Open GL registry hacks. Installed them and rebooted without any affect.
Exactly which change did you make to your registry?

and I applied the Old GPUs registry fix...

Funny thing is I installed a new GTX 480 card recently (its currently being RMAed for a 570) but acceleration didn't work with it either.

1) The OS is not capable (XP-64)
2) The GPU is not capable (older mobile GPUs)
3) The GPU driver says it is not capable (which is likely a bug, usually fixed with updates).

There are conditions under which you may be communicating with a driver different from the one you think you are, and what you get may be the software rendering of OpenGL 1.1 that Microsoft builds into all Windows systems. Photoshop will not try to accelerate OpenGL operations with that.
You mentioned another video card... Have you had more than one in this system? If so, it's possible remnants of an old one are getting in the way of the current card's drivers working properly.
Out of curiosity, what does Photoshop's Help - System Info say?

If the card and OS are compatible, then that only leaves the driver.

I looked in the system settings of Photoshop and it says "Video Card: LogMeIn Mirror Driver".
That would probably explain why 3Ds Max is having issues occasionally as well.
Hopefully an un-install will remove the driver... hoping to avoid re-installing windows all together.

I removed the Log Me in Mirror Driver as you can see with my system settings:
Video Card Vendor: NVIDIA Corporation
Video Card Renderer: GeForce GTX 260/PCI/SSE2
OpenGL Drawing: Disabled.
Video Card: NVIDIA GeForce GTX 260
Video Mode: 1920 x 1080 x 4294967296 colors
Video Card Driver: nvd3dumx.dll,nvwgf2umx.dll,nvwgf2umx.dll,nvd3dum,nvwgf2um,nvwgf2um
But the ability to enable Open GL is still greyed out.
Any other ideas?
*UPDATE*
After removing the Mirror Driver, I re-installed the latest Nvidia drivers and under Custom Install, I chose Clean Install which removed all traces of the old drivers and re-installed the new ones. After a quick reboot, the option to enable GPU support is enabled!
