Searches in CHM return "No topics found"

Windows XP / RH8 / RSC3.1

I've been building CHMs for this project for several years but today when I compiled it and tried to search from the Search tab it returns "No topics found."

I see no obvious problems in the compile.

Selecting from the Index tab works fine.

Search and Index are two vastly different things.
